If you’re gonna blow up your car, do it somewhere else!

This is a quite common traffic sign in Beijing, but the meaning is a bit unclear. First I thought the meaning is that it’s prohibited to escape in a car if you blow up a house or something. Second thought was that it is prohibited to blow up a car. Third was you are not allowed to transport all that rubbish and waste, that usually is transported by tricycles, on top of your car. It’s still unclear. Does any reader have the explanation?
